{"id":2350,"date":"2014-11-07T10:52:13","date_gmt":"2014-11-07T08:52:13","guid":{"rendered":"https:\/\/digitisation.eu\/blog\/?p=2350"},"modified":"2014-11-07T10:52:13","modified_gmt":"2014-11-07T08:52:13","slug":"succeed-interoperability-workshop-report-2","status":"publish","type":"post","link":"https:\/\/digitisation.eu\/?p=2350","title":{"rendered":"Succeed Interoperability workshop report (2)"},"content":{"rendered":"<p>On 2 October 2014, the <a href=\"http:\/\/www.succeed-project.eu\/\" target=\"_blank\">Succeed project<\/a> organised a technical workshop on the interoperability of digitization platforms at the <a href=\"http:\/\/kb.nl\/en\" target=\"_blank\">National library of the Netherlands<\/a> in The Hague. 19 researchers, librarians, and computer scientists from several European countries participated in the workshop.<\/p>\n<p>The afternoon programme of the workshop further included a number of interactive sessions.<\/p>\n<p><!--more--><\/p>\n<p><b>2. What is the value of interoperability?<\/b><\/p>\n<p>To start off, we asked the participants to write down their notion of the value of interoperability.<\/p>\n<p>The following topics were brought up:<\/p>\n<ul>\n<li>Increased synergy<\/li>\n<li>More efficient\/ effective\u00a0 allocation of resources<\/li>\n<li>Cost reduction<\/li>\n<li>Improved usability<\/li>\n<li>Improved data accessibility<\/li>\n<\/ul>\n<p><a href=\"https:\/\/digitisation.eu\/blog\/wp-content\/uploads\/2014\/11\/w-1.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-medium wp-image-2351\" alt=\"w 1\" src=\"https:\/\/digitisation.eu\/blog\/wp-content\/uploads\/2014\/11\/w-1-300x225.jpg\" width=\"300\" height=\"225\" \/><\/a><\/p>\n<p>&nbsp;<\/p>\n<p><b>3. How would you define the ideal situation with regard to interoperability?<\/b><\/p>\n<p>After defining the value of interoperability, the participants were asked to describe their \u2018ideal situation\u2019.<\/p>\n<p>The participants mainly mentioned their technical ideals, such as:<\/p>\n<ul>\n<li>Real time\/ reliable access to data providers<\/li>\n<li>Incentives for data publishing for researchers<\/li>\n<li>Improved (meta)data quality<\/li>\n<li>Use of standards<\/li>\n<li>Ideal data model and\/ or flexibility in data models<\/li>\n<li>Only one exchange protocol<\/li>\n<li>Automated transformation mechanism<\/li>\n<li>Unlimited computing capacity<\/li>\n<li>All tools are \u201cplug and play\u201d and as simple as possible<\/li>\n<li>Visualization analysis<\/li>\n<\/ul>\n<p>Furthermore, a number of organizational issues was brought up:<\/p>\n<ul>\n<li>The right skills reside in the right place\/ with the right people<\/li>\n<li>Brokers (machines &amp; humans) help to achieve interoperability<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p><a href=\"https:\/\/digitisation.eu\/blog\/wp-content\/uploads\/2014\/11\/w2.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-medium wp-image-2352\" alt=\"w2\" src=\"https:\/\/digitisation.eu\/blog\/wp-content\/uploads\/2014\/11\/w2-162x300.jpg\" width=\"162\" height=\"300\" \/><\/a><\/p>\n<p><b>4. Identify existing barriers <\/b><\/p>\n<p>After describing the \u2018ideal world\u2019, we asked the participants to go back to reality and identify the most important barriers which \u2013 in their view \u2013 stop us from achieving the interoperability ideals described above.<\/p>\n<p>In his presentation of the responses to the questionnaire, Rafael Carrasco had already identified the four issues considered to be the most important barriers for the implementation of interoperability:<\/p>\n<ul>\n<li>Insufficient expertise by users<\/li>\n<li>Insufficient documentation<\/li>\n<li>The need to maintain and\/ or adapt third party software or webservices<\/li>\n<li>Cost of implementation<\/li>\n<\/ul>\n<p>The following barriers were added by the participants:<\/p>\n<p>Technical issues (in order of relevance)<\/p>\n<ul>\n<li>Pace of technological developments\/ evolution<\/li>\n<li>Legacy systems<\/li>\n<li>Persistence; permanent access to data<\/li>\n<li>Stabilizing standards<\/li>\n<\/ul>\n<p>Organizational\/ Political issues (in order of relevance)<\/p>\n<ul>\n<li>Communication and knowledge management<\/li>\n<li>Lack of 21st century skills<\/li>\n<li>No willingness to share knowledge<\/li>\n<li>\u201cNot invented here\u201d-syndrome<\/li>\n<li>Establishment of trust<\/li>\n<li>Bridging the innovation gap;\u00a0 \u00a0\u00a0\u00a0\u00a0 * responsibility<br \/>\n* robustness of tools<\/li>\n<li>Conflicts of interest between all stakeholders (e.g. different standards; which one to use?)<\/li>\n<li>Decision making\/ prioritizing<\/li>\n<li>Current (EU) funding system hinders interoperability rather than helping it (funding should support interoperability between rather than within projects)<\/li>\n<\/ul>\n<p>Financial issues (in order of relevance)<\/p>\n<ul>\n<li>Return of investment<\/li>\n<li>Resources<\/li>\n<li>Time<\/li>\n<li>Commercial interests often go against interoperability<\/li>\n<\/ul>\n<p>Legal issues<\/p>\n<ul>\n<li>Issues related to Intellectual Property Rights<\/li>\n<\/ul>\n<p><a href=\"https:\/\/digitisation.eu\/blog\/wp-content\/uploads\/2014\/11\/w3.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-medium wp-image-2353\" alt=\"w3\" src=\"https:\/\/digitisation.eu\/blog\/wp-content\/uploads\/2014\/11\/w3-300x225.jpg\" width=\"300\" height=\"225\" \/><\/a><\/p>\n<p><b>\u00a0<\/b><\/p>\n<p><b>5. Formulate an agenda: Who should address these issues?<\/b><\/p>\n<p>Having identified the most important issues and barriers, we concluded the workshop by an open discussion centering on the question: who should address these issues?<\/p>\n<p>In the responses to the questionnaire, the participants had identified three main groups:<\/p>\n<ul>\n<li>Standardization bodies<\/li>\n<li>The research community<\/li>\n<li>Software developers<\/li>\n<\/ul>\n<p><b>During the discussion, the participants added some more concrete examples;<\/b><\/p>\n<ul>\n<li>Centres of Competence established by the European Commission should facilitate standardization bodies by both influence the agenda (facilitate resources) and by helping institutions to find the right experts for the interoperability issues (and vice versa).<\/li>\n<li>Governmental institutions, including universities and other educational institutions, \u00a0should strive to improve education in \u201c21<sup>st<\/sup> century skills\u201d, to improve users\u2019 understanding of technical issues.<\/li>\n<\/ul>\n<p>At the end of our workshop, we concluded that, to achieve a real impact on the implementation of interoperability, there needs to be a demand from the side of the users, while the institutions and software developers need to be facilitated both organizationally and financially. Most probably, European centres of competence, such as <a href=\"https:\/\/digitisation.eu\/\">Impact<\/a> , have a role to play in this field. This is also most relevant in relation to the Succeed project. One of the project deliverables will be a Roadmap for funding Centres of Competence in work programmes. The role of Centres of Competences in relation to interoperability is one of the topics discussed in this document.
